The Government of Aragon in Spain is the sub-national management authority in the region and includes, among other, the Department for Agriculture, Livestock and Environment, which is the management authority in terms of environmental quality policies and nature preservation. The Department acts through General Directorates.

Among the various competencies exercised by the General Directorate for Environmental Quality, it must be highlighted those related to waste management (inspection and supervision of production) and that related to the protection of soil and the atmosphere against contamination.

It should be pointed out that the General Directorate has developed important soil and water research works along all Aragon territory and that has been responsible for the sealing, remediation and management of many urban waste landfills in Aragon since the ’90. It must be also mentioned the work developed by the General Directorate at the Bailin and Sardas hazardous waste landfills, in which intense monitoring activities have been carried-out since the 90’ and in situ research works and projects for their sealing have been developed.



The International Association of HCH and Pesticides was created in 1998 with the aim of easing and promoting international cooperation and the exchange of experiences on the fields of contamination issues and management derived from the production and use of Lindane production residues.

One of the tasks of the IHPA is to hold biannual International HCH and Pesticides Forum, which have been held regularly since 1992 and have tackled this problematic becoming one of the most prestigious events within the sector. The Forum has been successfully held 12 times and the next meeting will be hosted in Zaragoza (Spain). The Forum has become a unique exchange event where new initiatives are catalysed and in which many innovative international projects in the fields of pesticides, their problematic and potential solutions take part.



The Aragon Agro-Environmental Management Society was created in 2012 as a result of the merger of two public companies of the Government of Aragon working in the fields of environment and agriculture, respectively. SARGA is ISO9001: 2008, 14001:2004 and OHSAS 18001:2007 certified.

The former companies served as instrumental bodies to the Department of Agriculture, Livestock and Environment so after their merger the management of agro-environmental services was unified for the sake of efficiency and efficacy.

The competencies of the Environmental Quality Division entail the management of projects and works related to the appropriate management of all type of waste as well as the remediation of contamination of soil and water. All, aiming at improving and protecting the environment.

Since 2005 the Division develops as well advisory, execution and monitoring tasks related to contamination and the inappropriate deposit of waste produced by the manufacturing of Lindane in the surroundings of Sabiñánigo.
